What is the term for knowlingly setting other up for failure?

Hypocritical advice is when the logic behind the advice is sound and truthful but the person giving it either doesnt follow it or doesnt truely believe it. But if a person is soliciting advice to others that has no logic and the person knows it will hurt others but feeds it to people who dont know better or, even more aggressively, to those who deny it or counter it, what is that called? Also what causes others to do this?
