How am I suppose to answer this question?

I am currently reside in New York and am on Marijuana ACOD for unlawful possession. If I am presented the question "Have you ever been arrested?" on a employment application how should I answer (as in what would the truthful response be)? Am I suppose to answer yes because I am on ACOD? Or since I am on ACOD should answer no? And hypothetically, if I was finished with ACOD how would I answer?
