Has anyone "Held a city to ransom" in reality?

Edward Teach, aka Blackbeard. Charleston, SC, May of 1718. Blocaded the city so as to prevent commerce from happening. And his ransom. Medicine. He held the city hostage for about six days just to get medicinal supplies for his fleet. And it was only after he captured several important citizens as they tried to run his blockade that he succeeded.
