Whats the point of a bomb threat?

You clearly haven't thought it through.Take for example the IRA bombings in London during the troubles.They'd use one big bomb ,phone it in get the place evacuated and blow it up.Next time they don't even need the bomb just the threat of it and before long the financial hub is brought to it's knees and the city is losing billions,
